Nature of Work: An employee in this position works directly with the Hemp Products/Kratom (Select Plant Derived Products) Program Manager, Hemp Products/Kratom Compliance Officer, Assistant Director of Regulatory Programs, Deputy Director of Regulatory Operations, Director, Inspection Staff, and Support Staff to manage and promote the West Virginia Department of Agriculture’s hemp product and kratom program on a statewide basis.
Examples of Work:
- Works with Hemp Product/Kratom Program Manager to develop and maintain databases to be shared with WVDA, and other state agencies as needed.
- Reviews product labels for cannabinoids, potency, deficiencies to ensure compliance
- Works with field staff and other state agencies on registration assurance
- Provides technical assistance to retailers, producers, and distributors regarding registration, certificates of analysis, and label requirement.
- Assists with the database of hemp and/or kratom products and retailer registrations to maintain inventory of hemp products and kratom products with addresses of physical sales locations as well as an inventory of products sold online (including address and contact information of sellers).
- Provides regular reporting on program data.
- Other duties as assigned.
Working Conditions: Frequently bending, squatting, standing, sitting, climbing, kneeling, reaching above shoulder level, push/pull and/or walk for extended period, and operate motorized equipment. Must be able to lift/carry 50 pounds. Work requires being outdoors in extreme weather including heat, cold, rain and snow. Travel required, occasionally overnight.
Knowledge, Skills and Abilities:
- Strong desire to learn and assist in the development and management of WV’s hemp products and Kratom program.
- Possess a working knowledge of computer programs (including Microsoft applications) and skills.
- Ability to comprehend and apply complex laws and regulations in diverse situations.
- Ability to communicate clearly and concisely in verbal and written form.
- Ability to perform calculations.
- Ability to determine program needs.
- Ability to reason and analyze complex situations.
- Ability to organize and carry out work assignments.
- Ability to maintain electronic and hardcopy records related to program operations.
- Knowledgeable of the hemp and hemp product industry.
Minimum Qualifications:
Education: Bachelor’s degree in natural sciences, agriculture, communication, cannabis studies, or relevant field from an accredited college or university.
Experience: Two years of full-time paid employment in office clerical work, with experience in the cannabis industry preferred.
Substitution: Advanced knowledge of hemp and kratom industry/products combined with a high school diploma or the equivalent.
Additional Requirements:
- Valid Driver’s License.
- Satisfactory completion of pre-employment drug testing.
- Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
- Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
