Nature of Work:
Under general supervision performs design, creation, maintenance and upgrading of all West Virginia Department of Agriculture (WVDA) and West Virginia Conservation Agency (WVCA) website infrastructure. This shall include WVCA’s public website, which includes maintaining 14 conservation district webpages.

Examples of Work:
  • Create PSDs for visual layout of web pages and converts each design into HTML and CSS.
  • Conceptualizes creative ideas.
  • Develops site navigation by categorizing content; funneling traffic through content.
  • Creates test files and conducts test runs, debugs program and prepares appropriate documentation.
  • Communicates with end users to resolve technical problems.
  • Performs computer programming work in the designing and writing of new and/or modifying the existing web infrastructure.
  • Attends user meetings to collect specifications.
  • Creates project scope and timeline with appropriate milestones.
  • Communicates with management any changes to original specifications.
  • Maintains proper versioning control of web applications.
  • Protects web infrastructure by designing and installing security precautions.
  • Must work closely and collaboratively with WVCA IT and Communications staff.
  • Maintains site appearance by enforcing content and display standards, as some colleagues will have permission to post content to the main WVCA website and 14 conservation district pages.
  • Other duties as assigned.

Working Conditions:
Sitting, standing, walking, driving, using a computer and other office equipment, performing calculations, communicating orally and in writing, working extended hours as needed, and overnight travel as required.

Knowledge, Skills and Abilities:
  • Knowledge of computer programming, computer programming concepts, systems analysis and design, database administration, and the interaction between computer programs and back-end databases
  • Knowledge of Ajax and ASP.net web forms.
  • Knowledge of ColdFusion and .NET.
  • Knowledge of Wordpress themes and plugins.
  • Advanced Photoshop and Illustrator Skills.
  • Knowledge of PHP and MySQL.
  • Knowledge of SQL server preferred, but not required.
  • Knowledge of capabilities and limitations of computers and related devices.
  • Knowledge of networking and communications concepts and standards.
  • Knowledge of personal computer and server operating systems.
  • Knowledge of computer hardware, software and its terminology.
  • Knowledge of data communications, theory, protocols, industry standards and terminology.
  • Knowledge of electronics and electricity, and communications technology and terminology.
  • Ability to analyze and evaluate work environments, computer systems, and user requirements.
  • Ability to evaluate complex information systems and understand their structure.
  • Ability to diagnose and resolve complex technical problems.
  • Ability to establish and maintain effective working relationships with users and superiors, including performing support over the phone and in person.
  • Ability to clearly report activities and identify potential problem areas to manager.

Qualifications:
Education: Bachelor's degree from an accredited college or university in computer science, business data programming, computer and information systems, computer servicing technologies, information systems management, data processing, or graphic design.
Substitution: An Associate's degree from an accredited college, university or business school in computer science, business data programming, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.

Additional Requirements:
  • Valid Driver’s License.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
