Nature of Work:
Under limited supervision, the Registration and Compliance Supervisor, coordinates the enforcement and compliance activities of the Regulatory and New Programs Units to ensure compliance with state and federal laws and regulations related to registration, renewal, and enforcement oversight of all food, feed, agricultural materials, produce, and hemp products.

Examples of Work
  • Prepare enforcement actions for violations of state and federal laws and rules in accordance with department regulations and policies.
  • Prepare evidence and give testimony for hearings.
  • Perform administrative duties as Supervisor of the registration and compliance staff including approving timesheets and leave requests.
  • Confer and correspond with interested parties requesting assistance, instruction or interpretation of applicable laws and regulations pertaining to registration, label reviews and/or tonnage-reporting of animal feeds, commercial fertilizers, liming materials and agricultural/forest seeds.
  • Utilize Microsoft Access to maintain accurate and current databases of all companies (animal feed, fertilizer, agricultural lime, and agricultural/forest seed) and their products registered for sale within the boundaries of the State of West Virginia.
  • Process the WVDA product registrations of companies selling animal feed, fertilizer, agricultural lime, and agricultural/forest seed within the boundaries of the state.
  • Review product labels and determine acceptability.
  • Assist in the preparation of annual reports as required by law for the animal feed, fertilizer, agricultural lime, seed, farmers market, grade A milk, and hemp product programs.
  • Perform necessary clerical work, including maintaining current data in the applicable computer systems for the various programs, and for all areas of responsibility.
  • Attend conferences with or without a supervisor in order to keep abreast of new technologies and/or assist with the implementation of new program procedures.
  • Other duties as assigned.
Working Conditions:
Normal office environment; sitting, standing, walking, and operating a computer and other office equipment.

Knowledge, Skills, and Abilities:
  • Advanced knowledge of the functions and objectives of the Department related to area of assignment.
  • Seasoned knowledge of the laws and regulations pertaining to the program area.
  • Expert ability to maintain detailed records according to a prescribed format.
  • Excellent ability to deal with the public in an effective and courteous manner, and to establish and maintain effective working relationships with supervisors, associates, other organizations, and the general public.
  • Advanced ability to analyze operational procedures and prepare reports of findings and recommendations for modifications.
  • Proficient use of computers and software including Microsoft Office (Word, Excel and Access).
  • Knowledge of animal nutrition, lime and fertilizer land applications and useful soil amendments.
  • Knowledge of Produce Safety Rule and FSMA.
Minimum Qualifications:
Education: Graduation from a four-year college with a Bachelors’ degree in the biological or chemical sciences, agriculture, criminal justice, or related field required.
Experience: Two years of employment in a related field, which must have included complex or administrative duties.
Substitution: A Masters’ degree from an accredited four-year college or university may be substituted for the experience required.

Additional Requirements:
  • Valid driver’s license is required.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
