Nature of Work:
An employee in this position inspects retail, distribution and manufacturing facilities which handle products that are monitored as stipulated in the laws and regulations of the State and by the policies of the West Virginia Department of Agriculture (WVDA).

Examples of Work:
  • Inspect soft serve freezer operations and collect samples of frozen dessert products for bacterial analyses.
  • Inspect retail meat operations and collect samples of retail meat products for bacterial and composition analyses.
  • Inspect and collect samples of frozen and fresh dairy products at retail outlets and distributors.
  • Select and grade shell eggs in grocery stores, restaurants, retail outlets and distributors.
  • Conduct USDA Shell Egg and USDA Poultry Inspections.
  • Conduct Preparation and Satellite Site Inspections and collect samples for the WVDHHR Summer Food Program; enter information gathered in the WVDA computer system.
  • Conduct Farmers Market and Farmers Market Vendor inspections.
  • Respond to consumer complaints regarding products regulated by WVDA.
  • Compile necessary reports and documents to be completed after inspections and sampling.
  • Conduct recalls for the WVDA.
  • Assist the FDA, USDA, or WVDHHR/BPH when necessary.
  • Complete numerous trainings online and in classroom settings to comply with the Manufactured Food Regulatory Program Standards.
  • Complete inspections and enter the data collected in computer systems for samples and inspections of all firms.
  • Submit applicable inspection reports to supervisor for review each week.
  • Complete timesheet, leave requests, and Daily Activity Reports in a timely manner and submit to supervisor for review and approval each week.
  • Complete monthly transportation log, thermometer calibration log, and travel expense settlement, or cash advance request/settlement, as necessary, and send them to supervisor for review and approval.
  • Provide technical assistance to retailers, producers and distributors.
  • Attend state and national meetings and training seminars.
  • May conduct contract work for the FDA, USDA, and the WVDHHR/BPH.
  • After successful completion of the required training, the supervisor and employee will develop an appropriate schedule for completion of weekly inspections/assignments.
  • Other duties as assigned.
Working Conditions:
Frequently bend, squat, stand, sit, climb, kneel, reach above shoulder level, push/pull and/or walk for extended period, and operate motorized equipment. Must be able to lift/carry 50 pounds. Work requires being outdoors in extreme weather including heat, cold, rain and snow. Approximately 85% of work time is spent in travel within assigned territory and may include overnight stay.

Knowledge, Skills and Abilities:
  • Knowledge of WV Code Chapter 19 relating to duties and responsibilities of the WV Department of Agriculture, Regulatory and Environmental Affairs Division.
  • Possess a working knowledge of computer programs and skills.
  • Ability to comprehend and apply complex laws and regulations in diverse situations.
  • Ability to communicate clearly and concisely in verbal and written form.
  • Ability to make public presentations to industry, schools, professional and community meetings to educate and convey complex issues.
  • Ability to perform calculations.
  • Ability to reason and analyze complex situations.
  • Ability to fill out complex USDA forms and paperwork.
  • Ability to organize and carry out work assignments.
  • Ability to file and maintain a good record keeping system.
  • Ability to pay close attention to surroundings and detail to detect possible violations of the laws and regulations.
Minimum Qualifications:
Education: Graduation from an accredited 4-year college or university with a degree in food science, agriculture, agri-business, criminal justice or related field.
Experience: One year-experience in a field closely related to the areas of assignment.

Additional Requirements:
  • Valid Driver’s License.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia
