Nature of Work:
Under limited direction, this position is responsible for supervising the programs of the Pesticide Regulatory Unit. These include: the Agriculture Health and Safety Program, Worker Protection Standard Training Program, Certification and Training Program, Compliance Management Program, Licensing Program, and the Registration Program.

Examples of Work:
  • Maintain EPA FIFRA Performance Partnership Grant (PPG) by filling the role of Project Manager.
  • Provide administrative and management direction and support to Unit staff and programs on a continuous basis.
  • Write and revise legislation and regulations pertaining to Unit programs, as necessary.
  • Review KRONOS, leave requests, weekly activity reports, expense reimbursements and other Unit staff paperwork as necessary, and coordinate the preparation of Unit reports for the Division, including proofreading and editing.
  • Coordinate the Unit's public relations activities, including news releases, articles for The Market Bulletin, public meetings, etc.
  • Provide for staff member development, by giving consideration to attendance at professional and program development meetings.
  • Research professional journals, regulations and other sources for information important to, and ways to improve, the Unit’s programs and procedures.
  • Pursue grant and funding opportunities available under the EPA FIFRA PPG and with other agencies, as they become available, to promote the work of the Unit.
  • Assist with the development of the Unit’s budget for personal services, supplies and equipment.
  • Interpret statutes, regulations and policies to staff, other managers, and the public.
  • Attend Department and Division staff meetings, carry out directives of the Commissioner, Deputy Commissioners and Division Director and be available for consultation about on-going or proposed activities of the Unit.
  • Represent the Department/Division at meetings of the Association of American Pesticide Control Officials, the regional States’ FIFRA Issues Research and Evaluation Group, the Association of Structural Pest Control Regulatory Officials, and other program-related meetings, as necessary.
  • Maintain contact with EPA and other federal agencies, as well as state and local government agencies as necessary, for the purpose of intergovernmental cooperation.
  • · When applicable, coordinate state programs with comparable federal programs in EPA.

Working Conditions:
Ability to sit, stand, and/or walk for extended periods of time; frequently bend, squat, reach above shoulder level, push, pull, and capable of lifting up to 50 pounds. Extended periods of time spent operating office equipment such as personal computer, copier, fax machine, etc.

Knowledge, Skills and Abilities:
  • Extensive knowledge of the organization and programs of the Unit, Division and Department.
  • Extensive advanced Knowledge of state and federal pesticide laws and regulations.
  • Extensive knowledge of the principles and techniques of management, including organization, planning, staffing, training, budgeting, and reporting.
  • Expert knowledge of state government organization, programs and functions.
  • Sound knowledge of state legislative processes.
  • Advanced knowledge of federal, state and local government relationships as they relate to the program, mission, and operations of the Unit.
  • Expert ability to plan, direct and coordinate the program and administrative activities of the Unit.
  • Seasoned ability to supervise others.
  • Advanced ability to evaluate operational situations, analyze data and facts in preparation for administrative and policy decisions.
  • Excellent ability to establish and maintain effective working relationships with other government officials, employees, and the public.
  • Expert ability to present ideas effectively, both verbally and in writing.
Minimum Qualifications:
Education: Graduation from an accredited college or university with a Bachelor’s degree in agriculture, biological sciences or other field pertinent to the Unit’s activities.
Experience: A minimum of five years’ experience required in related area of assignment.

Additional Requirements:
  • Valid driver’s license is required.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
