Salary Range: $45,000 - $55,000

Nature of Work:

Under administrative direction, performs highly specialized, complex work at the professional level, in a broad spectrum of human resources duties. Work requires analysis, interpretation and application of laws, rules, regulations, policies and procedures, specific to the human resources functions and demonstrates seasoned expertise in analytical and writing skills in order to determine and devise appropriate responses to the full range of human resources functions. Incumbent reports to the Director of Administrative Services.

Examples of Work:

  • Ensures compliance with all applicable laws, rules, regulations, policies and procedures.
  • Performs job analysis and writes job descriptions based on the results; applies FLSA standards to determine the appropriate classification.
  • Develops a variety of examinations based on job analysis information in accordance with legal and professional standards.
  • Administers the department’s electronic application system.
  • Evaluates job applicants' education and work experience to determine if they meet the minimum requirements for the position.
  • Informs applicants of job requirements, answers applicants questions; assists with the application process.
  • Assists with processing new hire drug testing, background and criminal record checks and provides input into suitability determinations.
  • Reviews proposed personnel actions for conformity to department policies and makes recommendations to Director for consideration.
  • Composes various types of correspondence, vacancy announcements, informational pamphlets, forms and work reports.
  • Develops basic training courses and instructs groups of employees in a variety of subjects and procedures.
  • Assists with providing information to department management and staff related to law, rule and policy regarding issues such as disciplinary action, sexual harassment, supervision, performance management, and other personnel matters.
  • Researches and drafts recommendations for policies and procedures as requested.
  • Communicates daily with Division Director to provide updates of issues.
  • May assist with investigating employee complaints.
  • Other duties as assigned.

Working Conditions:

Sitting; standing, walking, driving, using a computer and other office equipment, performing calculations, communicating orally and in writing, working extended hours as needed, and overnight travel as required.

Knowledge, Skills and Abilities:

  • Knowledge of the philosophy, law, regulations, policies, and procedures pertaining to personnel administration.
  • Knowledge of the principles and methods of personnel administration including recruitment, examinations, position classification and compensation.
  • Knowledge of the organization of state and federal government.
  • Knowledge of the principles and methods of organization and supervision.
  • Knowledge of office procedures and equipment.
  • Knowledge of staff development techniques and practices.
  • Knowledge of the characteristics of a variety of occupational groups.
  • Knowledge of laws, rules and regulations applicable to conducting interviews.
  • Ability to develop sound rules, policies, and techniques in personnel administration and apply them effectively.
  • Ability to establish and maintain effective working relations with agency officials, employees, and the general public.
  • Ability to develop and present information clearly and concisely, both orally and in writing.
  • Ability to tactfully deal with a variety of individuals under varying circumstances.
  • Ability to explain technical information in a clear manner, both orally and in writing.
  • Ability to maintain confidentiality and use discretion in all facets of work.
  • Ability to manage several projects and tasks simultaneously.

 

Minimum Requirements:

Training: Bachelor’s degree in relevant field.

Experience: Four (4) years of full-time, progressively complex, professional experience in the area of human resources.

 

Additional Requirements:

  • Valid Driver’s License.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
