Job Title:  Purchasing / Acquisitions Specialist – Temporary
Division:  Regulatory and Environmental Affairs
Headquarters: Guthrie Agricultural Center, Charleston WV
Reports To: Deputy Director, Laboratory Services
Supervisory
Responsibilities: None
FLSA Status: Non-Exempt

NOTE: Temporary Employees are not eligible for benefits and cannot exceed one thousand (1,000) hours worked in a calendar year.

Nature of Work:
Under direct supervision, the Purchasing / Acquisitions Specialist is responsible for the reconciliation of purchases, submission and tracking of purchase orders, and providing basic administrative support to Division management and staff to ensure efficient operation of the Division.

Examples of Work:
  • Assists in processing P-Card and/or purchase order documentation.
  • Reconciles purchases using proper purchasing procedures.
  • Submits and tracks purchase orders for equipment, large supply orders, and preventative maintenance contracts.
  • Maintains data base of all purchase orders within the division
  • Acts as liaison between divisions and external agencies and companies to ensure purchase orders go through in a timely manner.
  • Review and audit division travel expenses in accordance with travel regulationsAnswer telephone, screen calls, and take messages.
  • Maintain, process, sort, and file documents numerically, alphabetically, or according to other predetermined classification criteria.
  • Draft correspondence and reports using word-processing, spreadsheet, and database software.
  • Operate office equipment such as adding machine, calculator, copier, fax, or other equipment requiring no previous training.
  • Other duties as assigned.
Working Conditions:
Office environment; sitting, standing, walking, driving, lifting up to 25 pounds.

Knowledge, Skills, and Abilities:
  • General knowledge of business/office procedures, practices, and equipment.
  • General knowledge of software including Microsoft Office (Word, Excel, PowerPoint).
  • General knowledge of English grammar, spelling, and mathematics.
  • Excellent attention to detail skills.
  • Skilled in establishing and maintaining effective working relationships with a wide range of people with various functions and levels of authority in a courteous and respectful manner.
  • Excellent written and oral communications skills.
  • Ability to follow oral and written instructions and exercise sound judgment.
  • Ability to organize incoming and outgoing documents
  • Ability to work efficiently to meet deadline, manage multiple tasks and priorities
  • Ability to troubleshoot problems and facilitate resolutions
Qualifications:
Education: High school diploma or college courses in Business Administration preferred.
Experience: Part-time or full-time experience providing administrative support preferred.

Additional Requirements:
  • Valid driver’s license is required.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
