Job Title: Regulatory Officer Supervisor - Food

FLSA Status: Exempt

Salary Range: $40,000 - 45,000

 

Nature of Work: Under general direction, responsible for the oversight of regulatory activities, as well as supervising staff involved in inspecting retail, distribution and manufacturing facilities which handle products that are monitored as stipulated in the laws and regulations of the State and by the policies of the West Virginia Department of Agriculture (WVDA); may also conduct contract work for the FDA, USDA, and the WVDHHR/BPH.

 

Examples of Work:

  • Supervise the inspection activities of subordinate Regulatory Officers.
  • Conduct periodic evaluations of subordinate Regulatory Officers.
  • Review and approve all work time and leave for Regulatory Officers weekly.
  • Review, correct, and approve all Daily Activity Reports.
  • Review, correct, and approve all Transportation Logs for state vehicles as applicable.
  • Review, correct, and approve all FDA, USDA, and other contract paperwork as applicable.
  • Work with director and assistant directors on sampling schedules and trainings as needed.
  • Conduct quarterly inspector reviews in the field with each Regulatory Officer, and document review as an audit.
  • Conduct unusual or difficult inspections
  • Assist with writing drafts of laws and regulations
  • Assist with the writing and design of inspection and sample forms.
  • Conduct periodic inspections as required under new programs.
  • Serve on interview committees for Regulatory Officer I/II positions.
  • Serve as liaison for Regulatory Officers in dealing with department and division administrators.
  • Other duties as assigned

 

Working Conditions: Frequently bend, squat, stand, sit, climb, kneel, reach above shoulder level, push/pull and/or walk for extended period, and operate motorized equipment. Must be able to lift/carry 50 pounds. Work requires being outdoors in extreme weather including heat, cold, rain and snow. Approximately 85% of work time is spent in travel within assigned territory and may include overnight stay.

 

Knowledge, Skills and Abilities:

  • Knowledge of WV Code Chapter 19 relating to duties and responsibilities of the WV Department of Agriculture, Regulatory and Environmental Affairs Division.

  • Possess a working knowledge of computer programs and skills.

  • Ability to comprehend and apply complex laws and regulations in diverse situations.

  • Ability to communicate clearly and concisely in verbal and written form.

  • Ability to make public presentations to industry, schools, professional and community meetings.

  • Ability to perform accurate calculations.

  • Ability to reason and analyze complex situations.

  • Ability to organize and carry out work assignments.

  • Ability to file and maintain a good record keeping system.

  • Ability to pay close attention to surroundings and detail to detect possible violations of the laws and regulations.

 

Qualifications:

Education: Bachelors’ degree in food science, agriculture, agri-business, criminal justice or related field.

Experience: At least four years’ experience as a Regulatory Officer in the WVDA.

 

Additional Requirements:

  • Valid Driver’s License.

  • Satisfactory completion of pre-employment drug testing.

  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.

  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
