Under general direction, manages an organizational unit providing administrative and support services (i.e. accounting, auditing, budgeting, purchasing, personnel administration, grant administration, financial analysis, business operations, etc.) in a division. The operations, policies, work processes, and regulatory requirements of the unit are moderately complex, varied, and dynamic, requiring some depth of analysis and interpretation of theory, principles, and regulations of a professional or administrative field. Involves the supervision of professional, technical, and clerical employees. The scope of responsibility includes assisting in: planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; interpreting statutes, regulations, and policies. |

Working Conditions: |

Normal office environment: standing, sitting, driving, walking, lifting, operating a computer and other office equipment, performing calculations, and communicating orally and in writing. Some travel required. |

Knowledge, Skills, and Abilities: |

Minimum Qualifications: |
|
Education: |
Graduation from an accredited college or university with a degree in a relevant field of study. Master’s degree in accounting preferred. |
Experience: |
Five years of full-time or equivalent part-time paid experience as a professional accountant/auditor. Five years of supervisor experience with some grants management and government experience preferred. |
Substitutions: |

Licenses/ Certifications: |
Certification as a public accountant in West Virginia preferred. |
Additional Requirements:
- Valid driver’s license is required.
- Satisfactory completion of pre-employment drug testing.
- Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
- Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
