Job Title: Comptroller/Assistant Administrative Services Director

Division: Administrative Services

Headquarters: Guthrie Agricultural Center, Charleston, WV

Reports To: CFO/Administrative Services Director

Supervisory Responsibility: Yes

FLSA Status: Exempt

Nature of Work:

Under general direction, manages an organizational unit providing administrative and support services (i.e. accounting, auditing, budgeting, purchasing, personnel administration, grant administration, financial analysis, business operations, etc.) in a division. The operations, policies, work processes, and regulatory requirements of the unit are moderately complex, varied, and dynamic, requiring some depth of analysis and interpretation of theory, principles, and regulations of a professional or administrative field. Involves the supervision of professional, technical, and clerical employees. The scope of responsibility includes assisting in: planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; interpreting statutes, regulations, and policies.

Examples of Work:

  • Analyzes/audits invoices, orders, forms, reports, and documents for accuracy and corrects errors.
  • Assist with planning, developing, and executing through professional, technical, and clerical staff a complex mission of a statewide program or a primary department wide program.
  • Assists with directing the daily operations of the immediate office staff and may direct other support staff.
  • Assists with developing and implementing operating procedures within regulatory and statutory guidelines. Develops and approves forms and procedures.
  • May render decisions in unusual or priority situations. Consults with supervisors and other state managers in reviewing the same.
  • Assists with evaluating the operations and procedures of the unit for efficiency and effectiveness.
  • Participates in the interview and selection process for prospective employees; recommends assignment of staff.
  • Identifies the needs for training and staff development and provides training or searches out training opportunities.
  • Assists in the development of the division and/or department budget for personal services, supplies, and equipment.
  • Research professional journals, regulations, and other sources for improvements to department and division programs and procedures.
  • Compiles a variety of data related to the operation of the unit and/or the department. Prepares reports reflecting the operational status of the unit and/or department programs.
  • Provides research and interpretation of statutes, regulations, and policies as required.
  • May serve as a witness in grievance or other administrative hearing. May participate in local conferences and meetings.
  • Other duties as assigned. 

Working Conditions:

Normal office environment: standing, sitting, driving, walking, lifting, operating a computer and other office equipment, performing calculations, and communicating orally and in writing. Some travel required.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and techniques of management, organization, planning, staffing, training, budgeting, and reporting.
  • Knowledge of the state legislative processes.
  • Knowledge of the state government organization, programs, and functions.
  • Knowledge of generally accepted accounting and auditing principles and practices.
  • Knowledge of the principles, practices, and rules for federal grants management.
  • Skill in the use of database principles and/or computerized accounting applications.
  • Skill in the use of a personal computer especially in the areas of spreadsheet, database, and word processing applications.
  • Ability to evaluate operational situations, analyze data and facts preparation for administrative policy decisions.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to use sound technical judgement in determining the accuracy and completeness of financial information obtained.
  • Ability to prepare well-written narratives and supporting financial statements.
  • Ability to work in a deadline-oriented environment.

Minimum Qualifications:

Education:

Graduation from an accredited college or university with a degree in a relevant field of study. Master’s degree in accounting preferred.

Experience:

Five years of full-time or equivalent part-time paid experience as a professional accountant/auditor. Five years of supervisor experience with some grants management and government experience preferred.

Licenses/ Certifications:

Certification as a public accountant in West Virginia preferred.

 

Additional Requirements:

  • Valid driver’s license is required.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
