Position Description

Job Title:  Assistant Director, Building and Grounds 
Division:  Administrative Services
Headquarters:  Guthrie Agricultural Center, Charleston, WV
Reports To:  CFO/Director of Administrative Services
Supervisory

Nature of Work:

The Assistant Director, Building and Grounds, maintains and supervises an organizational unit that provides facilities maintenance, upkeep, and support for the Guthrie Agricultural Center complex as well as other agency owned or leased properties around the state. Performs managerial work analyzing agency building and ground requirements and recommends management improvements, renovations and efficient space usage. Oversee the overall coordination and responsibility of repair and upkeep of agency property throughout the state through effective management of construction, maintenance and custodial services with existing full-time and temporary staff or outside contractors.

Examples of Work:

  • Directs the daily operations of the immediate staff and may direct other support staff.
  • Coordinates activities by scheduling daily and special work assignments and setting priorities.
  • Evaluates the operations and procedures of the unit for efficiency and effectiveness.
  • Evaluates and determines adequate operating space requirements for work units.
  • Ensures the agency’s conformance to state building codes and safety and fire regulations.
  • Establishes maintenance and repair procedures to be used by all building maintenance personnel.
  • Participates in the interview and selection process for prospective employees; determines staff utilization and assignments. Oversee employee orientation and training; approves leave, coaches, and develops employees; evaluates employee performance; responds to grievances as necessary
  • Coordinates and advises on facility safety and security; assists in the implementation of security measures for facilities, properties, and employees. 
  • Determines the need for training and staff development and provide training or search out training opportunities.
  • Prepares reports reflecting the operational status of the unit and/or department programs.
  • Advises the agency or management on repair, maintenance, and/or renovation projects.
  • Prepares cost estimates for repair, maintenance, and/or renovation projects; prepares specifications for competitive bidding of materials and services necessary to complete projects.
  • Develops and present project plans.
  • Provides maintenance and logistical support for other organizational units within the Department of Agriculture.
  • Evaluates employee performance through the review of completed work assignments and work techniques.
  • Maintains up to date knowledge on new products, equipment, and systems that will increase efficiency and production for building and mechanical maintenance.
  • Monitors the work of subcontractors on construction/renovation projects to assure compliance with terms and conditions of contracts.
  • Other duties as assigned.

Working Conditions:

Office and outdoor working environment; sitting, standing, walking, driving, bend, squat, crawl, climb, kneel, reach above shoulder level, and lift up to 50 pounds. Potential exposure to inclement weather such as extreme heat, cold, or rain. May be required to take calls and/or be on-site outside of normal working days and hours. Some overnight travel may be required.

Knowledge, Skills, and Abilities:

  • Knowledge of various phases of building construction, building maintenance and repair, janitorial work, and office renovation.
  • Knowledge of safety and fire regulations, precautionary measures, and building codes.
  • Knowledge of the generally accepted methods for maintaining office equipment and infrastructure.
  • Knowledge in the areas of electrical, carpentry, plumbing, masonry, heating, ventilation, and cooling trades used in building maintenance, renovation, and new construction.
  • Knowledge of modern principles and practices of landscape design.
  • Knowledge of training and supervisory techniques and employee policies and procedures.
  • Skill in the use of a personal computer and its applications, including Microsoft Office, and Adobe Acrobat.
  • Ability to read, interpret and revise blueprints and building plans.
  • Ability to identify maintenance renovation and repair needs and determine the appropriate action to meet those needs.

Minimum Qualifications:

Education:

Graduation from an accredited college or university with a bachelor’s degree in a related field.

Experience:

Eight years of full-time or equivalent part-time experience in building maintenance, building construction, or in the installation and maintenance of building electrical or heating systems. Three of the eight years must consist of supervisory or management duties.

Substitutions:

 

Additional building maintenance/construction experience can substitute for the required education on a year-for-year basis.

 

Additional Requirements:

  • Valid driver’s license is required.
  • Satisfactory completion of pre-employment drug testing.
  • Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
