Nature of Work:

Fifty percent (50%) of the work time will be spent at the headquarters location, with the remaining fifty percent (50%) spent in the field monitoring locations. Coordinator is responsible for monitoring recipient agency sites throughout the 55 counties of West Virginia for compliance review, training, and outreach. Coordinator will work closely with the State’s two food banks to administer TEFAP, including contracts, funding, deliveries, and distribution of food, and policy and procedure compliance. The Commissioner and Chief of Staff reserve the right to review and amend this job description at their discretion.

Examples of Work:

  • Travels to recipient agency sites throughout the 55 counties to provide technical assistance, and conduct formal reviews, training, and outreach. Travel will encompass up to 50% of the work week. Some travel will require overnight stays.

  • Works closely with West Virginia’s food banks.

  • Updates handbooks and other program materials/media with current federal regulations and policies for TEFAP recipient agencies.

  • Interprets legislation, policies, and regulations for program participants as applicable.

  • Conducts technical reviews and complete associated paperwork.

  • Investigates complaints regarding program administration and compliance issues, prepare report of findings, and recommend solutions.

  • Maintains appropriate documentation as required by state and federal regulations and otherwise as necessary.

  • Assists with monitoring TEFAP budget.

  • Other duties as assigned.

     

    Working Conditions:

  • Standing, sitting, walking, bending, typing, driving, and lifting up to 40 lbs.

     

    Knowledge, Skills and Abilities:

  • Knowledge of current administrative office equipment, practices and procedures.

  • Ability to deal tactfully, courteously, and effectively with the public.

  • Ability to compose program correspondence and emails and assume responsibility for routine matters in a professional manner.

  • Skilled in use of Microsoft Outlook and Office (Word, Excel, Access) and the Internet for business research and position requirements.

  • Ability to develop an expert level of knowledge of state and federal legislation, regulations, policies, and procedures which govern the TEFAP program, including those related to food safety.

  • Ability to conduct formal on-site compliance reviews of physical facilities and food safety practices, and document results/findings in accordance with established procedures.

  • Skilled in mathematics principles and calculations to assist with monitoring budget activity.

  • Ability to work independently with minimal direction/supervision to complete job responsibilities while functioning effectively as part of the food distribution team.

  • General knowledge of accepted food safety practices.

  • Ability to interact with the public in a training and/or compliance review capacity.

  • Ability to learn and apply the West Virginia Department of Agriculture’s rules, regulations, policies, and procedures related to the job assignments.


Minimum Qualifications:
Training: High school diploma or the equivalent.

Experience: Five (5) years of full-time or equivalent part-time paid experience performing progressively complex office work preferred.

Substitution: College hours, related business school or vocational training may be substituted for the required experience.

 

Additional Requirements:

  • Satisfactory pre-employment drug and alcohol testing.

  • Satisfactory pre-employment law enforcement background investigation, including DMV records.

  • Dependable transportation required.

  • Valid West Virginia driver’s license.

  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
