Nature of Work: Under the direction of the Commissioner, an employee in this class is the supervisory and administrative director of a division within the Department. The employee performs advanced level work overseeing laboratory services operations and field service personnel who inspect wholesale and retail establishments and collect samples of agricultural products for laboratory analyses. Must show a high degree of initiative and make legally sound decisions on all routine matters.
Examples of Work Performed:

Plans and directs overall operations of the West Virginia Department of Agriculture Regulatory and Environmental Affairs Division.

Provides guidance to the Commissioner in the formulation and implementation of programs.

Directs, coordinates, and controls all division activities regarding special programs and general internal administration.

Helps initiate, implement, and subsequently reviews the progress of programs, surveys, and research projects.

Prepares and tracks budget for the Division and ensures that all guidelines are followed.

Prepares annual reports, work plans, and similar documents pertaining to division activities for submission to the Commissioner.

Assigns, reviews and evaluates the work and effectiveness of Division programs and management level staff.

Develops administrative and operating procedures for the Division.

Assists the Communications Division in the preparation of reports, publications and news releases.

Interprets and administers state laws, federal contracts and emergency programs at the division level.

Writes proposals for grants.

Oversees and directs the monthly tracking of grant activities and budgets.

Reviews employment applications and conducts interviews.

Approves timesheets.

Participates in Bureau of Public Health Food Task Force Meetings.

Participates in the Bureau of Public Health and Tri-State Rapid Response Team Meetings.

Works with other government agencies, non-governmental organizations and the public to develop contracts, agreements, Memorandums of Understanding (MOUs) and other obligating documents for the Commissioner to commit resources of the department.

Prepares budget contracts with the US Food and Drug Administration and the WV Board of Education.

Participates in the Safety Committee work for both the field and laboratory sections.

Attends training and conferences related to Division activities and grants to stay abreast of current issues.

Chairs semi-annual MOU Meetings with the Bureau of Public Health.

Reviews and signs all paperwork relating to Division budgetary items.

Assists other Divisions with proper filing of rules with the Secretary of State's Office.

Assists with Division presentations at fairs and festivals.

Performs other duties as assigned.

Required Knowledge, Skills and Abilities:

Knowledge of the objectives of the Department, its internal policies and procedures, and the relationship of the division to the other functions of the agency.

Knowledge of laws, rules and regulations pertinent to the work of the agency.

Knowledge in the area of social science to include economics, employment, industrial relations, housing, and community relations.

Skilled in oral and written communications, including public speaking.

Ability to review Department policies and procedures and recommend revisions and establish new procedures as necessary.

Knowledge of the Division's product safety, registration and inspection responsibilities.

Ability to plan and develop Division programs and projects in partnership with other government agencies.

Ability to plan, implement, and review program and staff activities.

Ability to train and supervise professional and clerical staff regarding the work of the division.

Ability to deal effectively with complainants, employees, community groups, and the public.

Ability to exercise sound judgment in evaluating situations and making decisions.
Minimum Training and Experience Requirements:
Training: Four-year degree from an accredited college or university.
Degree in Microbiology, Chemistry, or Food Science preferred.
Special Requirements: Must be willing to travel; and, as needed, work other than "normal" work hours in order to accomplish Division or Department assignments.
Additional Requirements:

Satisfactory completion of pre-employment drug and alcohol testing; and a Federal law enforcement background investigation, including DMV records.

Valid driver's license.

Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.
